Scott W. Foley leads Shapiro Sher’s Banking & Financial Services Group, bringing more than 25 years of experience advising financial institutions with a focus on delivering efficient, results-oriented solutions. He represents banks, credit unions, financial services companies, and other lenders throughout the full commercial lending cycle, from origination through litigation and recovery.
Clients turn to Mr. Foley to strengthen loan portfolios, reduce inefficiencies, and protect lender rights during economic growth and financial stress periods. His areas of focus include:

Mr. Foley also has extensive experience advising on complex lending transactions. He regularly handles asset-based financing involving income-producing properties, real estate development projects, historic property renovations, mixed-use development sites, SBA 7(a), and other SBA-guaranteed loans.
As a seasoned litigator, Mr. Foley represents secured and unsecured creditors in state and federal bankruptcy courts across Maryland, the District of Columbia, Virginia, and other jurisdictions. He has successfully managed significant bankruptcy matters, including relief from automatic stays, avoidance actions, discharge litigation, use of cash collateral, and plan confirmation proceedings.
His litigation practice also includes representing insurance premium finance companies in bankruptcy cases across the United States. He has been recognized in Maryland Super Lawyers and Best Lawyers in America for his work in this field.
Earlier in his career, Mr. Foley served as Judicial Law Clerk to the Honorable Edward A. DeWaters, Jr., former Chief Judge of the Circuit Court for Baltimore County. He is active in several bar associations and has served on The Franciscan Center, Calvert School, Roland Park Country School, and The Homeland Association boards.
